The history of Peck, Shaffer & Williams dates back to 1889 when Hiram D. Peck and Frank Holmes Shaffer joined forces to establish a new law firm in Cincinnati, Ohio. In 1914, Floyd Charles Williams joined the firm. While Peck, Shaffer & Williams initially handled general legal matters, much of our business began to center on municipal law, an area in which the founding partners had substantial expertise. The population explosion that began in the late 19th century led to an exuberant bond market at the turn of the century and brought new demand for protection for brokers, issuers of securities and investors alike. In response, a new form of legal counsel evolved, and firms like Peck, Shaffer & Williams began to provide legal opinions on the validity of debt securities and to guide participants through the structural and procedural aspects of debt issuance. Peck Shaffer attorneys now devote all of their time and attention to public borrowing and other forms of tax-exempt financing.
